Mainecare is Maines Medicaid Program.   If you have Medicare and Mainecare FBDE (Full Benefit Dual Eligible) or  QMBY (Qualified Medicaid beneficiary) you are Eligigle for DSNP (Dual Special Needs plans)

These plans are able to give you addidional benefits because you have both Medicare, a Federal program run through the Social Security administration and Mainecare Mains Medicaid program,would make you DUAL ELIGIBLE.

Private insurance companies can offer additional benefits depending on whether you are FBDE or QMBY.  In Either case ​​

Based on your income you may qualify for Full Mainecare, QMBY, DEL, or Maine RX.  Each of these programs will help Medicare benefiaries in different ways.  Dual Eligible Maincare benificiaries are those who have  both Medicare and Mainecare.  Maine Medicare Choices, and indepenent Medicare agency, specializes in helping DSNP individuals.  Health Insurance companies are able to offer additional benefits and help with Medical costs.

Medicare DSNP plans are offered through Maine Medicare Choices in Newport, Waterville, Skowhegan, Maddison, Corrina, Bangor, Hampden, Orono, Old town, Brewer, Lincoln,Millinocket,Dover Foxcroft, Dexter, Milo Brownville, GreenvilleEllsworth, Bar Harbor, Bucksport, Deer Isle, Blue Hill. In Person over Zoom or on the phone.

6 Medicare Advantage Companies in Maine

There are 6 Medicare advantage plans in Maine. 5 Medicare plans in Maine have DSNP plans that are able to give you extra benefits like more Dental, Vision and hearing.  5 of these Mainecare Medicare plans offer a monthly healthy food card.  Starting in 2026 you now need a Chronic Health condition to be eligible to use this care for Healthy food or for utilities.  If they don't detirmine that your condition is to the necessary level that they require you can use this food for over the counter items only.

How do plans determine Chronic conditions

​Chronic health condition food cards (often called Medicare Grocery Allowances or Flex Cards) require enrollment in a specific Medicare Advantage plan (Part C), a documented diagnosis of a chronic condition (e.g., diabetes, cardiovascular disease, cancer), and often a recent, related doctor visit or functional impairment. These programs, typically under SSBCI, provide  to  monthly for nutritious food.

Key Eligibility Requirements

  • Plan Type: You must be enrolled in a Medicare Advantage plan that offers a Special Supplemental Benefits for the Chronically Ill (SSBCI) program.

  • Documented Chronic Condition: A physician must document a qualifying condition. Common qualifying conditions include:

    • Cardiovascular: Chronic heart failure, hypertension, stroke.

    • Metabolic: Diabetes mellitus, obesity, metabolic syndrome.

    • Neurological: Dementia, Alzheimer's disease, Parkinson’s disease.

    • Other: Cancer, HIV/AIDS, chronic lung disorders (asthma/emphysema), or end-stage renal/liver disease.

  • Additional Criteria (Must meet one):

    • One or more inpatient, ER, or urgent care visits in the last 12 months for the condition.

    • Two or more outpatient visits (primary/specialty) in the last 12 months.

    • An impairment in daily living activities (e.g., feeding, mobility).

    • Need for specific durable medical equipment.

  • Proof: Plans generally use information from health risk assessments or claims data rather than requiring you to submit new paperwork.

Medicare Savings Program (Buy-In)

Helps pay Medicare premiums, deductibles, and co-insurance for low-income Medicare members.

 

Family Planning Services

A limited MaineCare benefit that helps with services such as family planning, reproductive and sexual health care, and sexually transmitted infections.

 

Long Term Care Services

Helps pay for the cost of long term care services, such as care from nursing facilities, residential care facilities, and nursing services provided in your home.

An Overview of MaineCare

​​​MaineCare is a state and federal program that provide free or low-cost health coverage for eligible low-income residents. This includes:

  • children

  • low income adults

  • parent and caretaker relatives

  • pregnant women

  • the elderly (age 65 or above)

  • people with disabilities

Qualifications for MaineCare

MaineCare eligibility is based on household composition and income. There are also additional options for people with disabilities and certain health conditions, young adults who have been in foster care, and those who need long-term care.
